Following falling ratings in 2017 and the departures of Peter Capaldi as The Twelfth Doctor and Pearl Mackie as Bill Potts, the BBC announced plans to reboot the show in 2018, with Ethan Davis overseeing as showrunner following the premature resignation of Chris Chibnall.
In April 2017, Phillip Glenister was announced in the role of the Thirteenth Doctor and Laura Aikman was confirmed to join the cast as the Doctor's new companion, Hollie Cox. Executive producer Ethan Davis was intent on making huge changes to the show, encouraging the BBC to pull the show from it's Spring slot and to air in January, believing it to be the "perfect place for Who". The episode count was cut from 13/12 to 10, and the show saw a heavy focus on two-parters which meant that the budget could be used to create a "cinematic, film theme" of each story.
